What Is Risk Management

Risk management is a decision making and management process designed to minimize adverse impacts of loss on an organization. It begins with identifying and analyzing potential risk exposures of the organization, then taking measures to prevent, reduce, retain, or transfer those risks. This approach involves taking proactive steps to protect the financial stability and safe operation of the employees so that needed public services can continue to be provided, even after a catastrophe.

Secondly Risk management is not a complicated process nor does it require spending huge amounts of money, but it does necessitate thinking about the type of potential losses (loss exposures) the City may face. Once exposures are identified, then appropriate measures should be implemented to anticipate potential losses and minimize their adverse effects


Department Mission

The City of Lancaster Risk Safety Office is an integral part of the city’s efforts to ensure every employee has a safe place to work while each contributes to maintaining a safe environment for their co-workers. The mission is as follows:

  • To have employees begin each work day safely while maintaining an attitude of safety awareness throughout the day.

  • To reduce the number of employee accidents and injuries through proper training and educational programs.

  • To reduce the city’s insurance premiums for worker’s compensation and liability insurance by decreasing employee injuries and accidents.

  • To proactively seek ways to continually expand safety awareness throughout the city.


Citizen Involvement

Anyone observing an unsafe working environment is encouraged to notify the Risk Safety Manager by telephone or e-mail. Together we can make a difference.


First Sun Employee Assistance Program

It is the policy of the City of Lancaster to provide each employee and/or their immediate family members the opportunity to visit at no cost and in complete confidence the counseling staff with First Sun. Problems at home often result in avoidable accidents and injuries on the job. Employees are encouraged to call 1(800)968-8143 to schedule a private consultation for problems including addictions, financial hardships, marital problems and a host of other conditions.

Q. What should I do if I am injured on the job?
A. Immediately notify your supervisor about the accident or injury, so he/she can get all the details and notify the Risk Safety Manager or someone in the Administrative Services Department.

Q. What if an accident or injury occurs late at night or on the weekend?
A. Follow the procedure above. Your supervisor will contact the Risk Safety Manager.

Q. What if an accident was my fault?
A. You are covered as long as the accident occurred at work or was job related. Workers’ Compensation is a no-fault system – you are protected no matter who is at fault.
