The Utility Services Section manages monthly water, sewer and solid waste billing and collections for some 5,800 customers – including roughly 3,700 inside city and 2,100 outside city accounts. The section receives, researches, responds to or refers (as appropriate) hundreds of customers service inquiries each month.

General Utility Service Information

If you have questions concerning your bill, please call (803) 283-9991 and someone in our Utility Services Department will be glad to assist you.

To establish new service, you will need to come by our office at 216 South Catawba Street to complete an application. To save time, our Account Clerks may be able to fax or e-mail certain applications and forms to the customer ahead of time. You will need to bring a copy of your lease agreement or proof of ownership, and a picture ID. A $60.00 deposit is required. Deposit amount may vary based on the size of the meter. Five dollars of your deposit is nonrefundable. For same day connection, please come before 4:00 pm.

 

If you wish to discontinue service, you can come by our office, call (803) 283-9991, or e-mail the Utility Services Department. Please include the date you wish to have your service discontinued and a mailing address for your final bill. If the final bill amount is lower than your deposit amount, your final bill will be deducted from your deposit and a refund check for the balance will be mailed to you. If your final bill amount is larger than your deposit amount, the deposit will be applied. You will be responsible for paying the balance.

 

Utility Bills are sent out the first of each month. If you have not received your bill by the 5th of the month, please call our office and our staff will be glad to assist you. The City of Lancaster is not responsible for mail delivery. The bills are due by the 15th of each month. If not paid by the 15th, a 10% penalty will be added to the bill. If paid after the 25th of the month, a $25.00 delinquent fee will be added and your service will be interrupted. Payment must be made in full before service is restored. If your payment is made after 4:00 pm, service will be restored the next business day.

 

Are you tired of waiting in line to pay your utility bill? We offer bank draft for your utility bill. Your bill will be drafted from your bank account on the 10th of each month. You will continue to receive a bill in the mail each month. There are several ways you can apply for bank draft. You can come by our office, or complete the form on the back of your bill, or download the form from our website.  Please return your completed form along with a voided check or deposit ticket to our offices.
